History

The program was initiated in 1992 as a joint project by Osaka Prefecture, Osaka Foundation of Culture, Raika Co. Ltd., the Goethe Institut Kansai, and the city of Dusseldorf , with a scheme to send contemporary artists from Osaka to Germany and vice versa to reinforcecultural exchange.
In 1994, the Centre Franco-Japonais Alliance Francaise d' Osaka, the Flanders Center and the British Council joined in this scheme, enabling the program to expand its list of partners in Europe to a total of four countries: Germany, United Kingdom, France, and Belgium.

ART-EX Program is operated by Osaka Contemporary Art Center and cooperating institutions above.

Program Objectives The program aims to promote cultural understanding and interaction by sending and receiving artists between Osaka to European countries, and mutually supporting artists’ activities.
Program Activities

This program sends Japanese contemporary artists from Osaka to four European countries (Belgium, France, Germany, and United Kingdom), while the Europeans send contemporary artists from their countries to participate in this artist-in-residence program. Residency outcomes are presented in solo exhibitions.

Application Procedure
  • Residency in Osaka for European artists: artists to selected by a committee of art professionals in each country
  • Residency in Europe for Japanese artists: open call
Selection Process

Residency in Europe for Japanese artists:

  • Application review by a selection committee
  • Interview in foreign languages by the director of each cultural center
Achievements and
Outcomes
From FY 1992 to FY 2006, 17 European artists have been invited to Osaka and 17 Japanese artists have been sent to Europe. Artists have taken an active role in the arts after their residencies, and the network between Osaka and Europe countries have expanded.
