CULCON's Tasks and Policies
During the First Ten Years of the 21st Century

In the new international environment prevailing at the start of the 21st century, individual values, and cultures based upon them, are in the process of considerable change. Moreover, as IT and other advanced technologies undergo rapid development, ideals of education are also changing.
CULCON should take account of these changes and adopt a new focus for its activities during the next ten years.


In the joint statement "Towards a Stronger CULCON" at CULCON XV in Tokyo in March 1991, it was confirmed that CULCON’s new mission is twofold: to provide
i) oversight with respect to the US-Japan Cultural and Educational relationship; and
ii) leadership in promoting appropriate action.


In order to fulfill these tasks even more effectively from a new focus on IT communications, CULCON will adopt the following policies:
1. Members of the US and Japan Panels, in addition to the regular joint conference held every two years, shall regularly exchange opinions and hold discussions with regard to emerging issues and new ideas.
This process may be carried out via e-mail and other means, and the Secretariats of both countries shall jointly consider appropriate mechanisms for the above.

2. The US and Japan Panels shall endeavor to greatly increase CULCON's visibility in both the United States and Japan by organizing symposia, presenting opinions and proposals, and other appropriate means.
